Career and Profile
Martin advises in relation to all aspects of construction and infrastructure projects, including term maintenance arrangements. His particular experience is in helping to deliver successful projects, from setting the initial procurement strategy to development of the relevant legal documentation all with the aim of achieving the client's intended outcomes.
Martin has drafted numerous forms of contract, including published standard forms. He was responsible for drafting the MOD’s first integrated suite of construction documents for traditional procurement – “Defcon 2000” and for the original documentation for the NHS’s “ProCure 21” initiative. Martin is the joint author of the JCT Constructing Excellence Contract published in January 2007 and was responsible for advising the Department for Education and Schools and "Partnerships for Schools" in relation to the “Building Schools for the Future” initiative and for the drafting of all the construction documentation. He was also involved in the drafting of a standard form of Highways Term Maintenance Contract under the DfT's Highways Maintenance Efficiency Programme.
Martin has been closely involved in many large construction projects for both public and private sector clients.
